"Crise" conjuntural das políticas "sociais" ou de referenciais?

This paper aims at advancing some ideas meaning that, for a better understanding of the recurrent "crisis" of the "social" policies in Brazil, we need an analysis that covers, besides its budget troubles, the political-ideological difficulties in the settlement of references that assure a minimum coherence to this type of policy.
